Do you know of any Medicare supplement insurance for which there is no premium charged?

My mother-in-law is moving here from CA where she has a supplement plan with Alignment for which she pays no premium. Is there anything like this available in Texas? She has a $1400/mth. Income and is 90 yrs. old. Thank you, Wanda
