Local police can assist families. By noticing driving habits that are dangerous and pulling over the driver to give "notice",and following up with repeated violations, either the driver will stop voluntarily or be cited and have their license revoked after a number (3?) of citations. I understand insurance companies can also refuse to insure a questionable driver but do not have that experience.
