The answer seems pretty obvious to me - you need to get rid of this caregiver immediately! Call the agency they work for and report your suspicions or evidence and insist that this caregiver may not return to the property. If you think the whole agency is corrupt, then do not accept any other caregivers from this agency, and find a new home care agency provider.
Keep a close eye on mom's bank accounts, credit cards, credit reporting, ( which can be accessed by creating an account with Credit Karma online) to identify any fraudulent activity.
Scammers are so prevalent and take so many forms. There are sophisticated criminal entrepreneurs who may use a home care agency as an easy way to target and access vulnerable adults. Anything that appears suspicious probably is! At the very least, if this caregiver is not seeking to do financial harm to your parents, their behavior is unacceptable! Not showing up or not taking care of mom's needs adequately is a huge failure to do the job expected of them. This person needs to GO!
is she an illegal alien subject to deportation? You said she doesn’t speak English.
maybe you could mention contacting ICE if she doesn’t bring the stolen items back. You don’t actually need to call ICE but put a little fear in her if she is in fact an illegal alien. Many illegal aliens take jobs like caretakers because they don’t pay their taxes and they don’t have a social security card.
Ask to see it. You may lose her but it’s better than having a thief roaming through your home stealing your belongings. It sounds cruel as I’m not a fan of ICE but maybe that would send her away. Now you’re free to hire a real caregiver.
If you have the aide's name, call the Board of Nursing and report the aide.

I don't know of any ambulance provider that allows a secondary rider unless it is a pediatric patient then the parent or guardian only is able to be in transport to ER. Liability issues prevail. It should be the healthcare proxy or MPOA that accompanies to ER. If used as transport to medical offices or clinics was it established in contract for these type of instances that the caregiver is to accompany and will be paid accordingly.
They don't speak English - Call agency and determine if they have another caregiver that would be able to communicate more efficiently with patient available. It is very difficult due to short staffing and you may need to deal with a language barrier if you continue to work with an agency.

Change agencies.
Take evidence to your local sheriff or police department, or to APS to discuss your evidence.

Next you go to the local police and make a police report that your mother's homecare worker was casing your house by taking pictures of your daughter's things in her bedroom.
Then as PeggySue so rightly suggests here, give ICE a call. Not only give them the names (or whatever handle they use to work) but also directions to the agency they work for. Guaranteed the homecare "agency" they're working for have plenty more just like them.
