If your sister has Dementia she is no longer able to make decisions for herself. Its not what she wants, its what she needs. She needs to be in a facility because her 88 yr old husband can no longer care for her. If they can afford it Memory care. If not, Dementia paying for her care.

What ur BIL needs to do is see an Elder Lawyer well versed in Medicaid. He will help BIL split marriage assets. Sister's split going towards her care. Before it runs out, Medicaid is applied for. BIL stays in the home, has a car and enough or all of the monthly income to live on. This is just the basics an Elder Lawyer can tell BIL more.

Call your local council on aging for ideas of where to start in your area. This is a Forum of caregivers from all around the world, so the likelihood of being familiar with your area and places that are available are almost nil. We wish you good luck.
