sorry, I heard that some branch of gov't would reimburse a caregiver for expenses in transporting to doc visits, or just performing help - paying bills, taking care of finances, etc even though she does not live with me. She is living in a HUP assisted retirement home

Unfortunately it is very difficult for someone to get paid by the State or Federal government to be a Caregiver. One way of getting paid is for your sister to pay you out of her own funds, which you would need to set up an employment contract.

If your sister is on Medicaid, you could call your State Medicaid office to see what programs they have or how they could assist you by sending out a certified Caregiver from an approved Agency to help for a couple of hours. Also check to see if your State has "Cash and Counseling" program. Each State has their own rules and regenerations.... some have waiting lists.
