I live in Illinois and my mother (US Citizen) lives with me. I have been claiming her as dependent. She takes no other benefit from government except Medical thru Medicaid..Recently my income went up and its above the household income limit specified in Medicaid eligibility criteria, however my mother herself has Zero income and Zero assets. She is a complete dependent on me. We recently got her redetermination where i have to put my household income. Does state review medicaid eligibility as an Individual or an household income, even though person in question has zero income?

The red flag was when you claimed her as a dependent. On the Medicaid application, you have to declare what support you get from others. Since you are claiming her that means you are providing more than 50% of her support, so what is the dollar value of that?

I paid 100% for her support beside medical expenses which i dont know how much was that because last year it was through medicaid i never paid any amount for medication and physicals. But my support includes accomodation, clothing, food, travel expense, some of the dental expenses, vision expenses ..
