Who can i get to help me?

My brother stole a book of checks from my mom....I am now moms POA. I called the police made a report haven't heard nothing from it so I take mom 10 checks so she could get her medicine and gas she still works 3 nights a week she is 80 well my dear brother got the 2 checks and forged my mom's name again so I closed the account again and he is changing the numbers on those 2 checks and cashing them his bank is online so he gets to keep the checks police won't help because they said mom has to press the charges even though they are the ones that told me to get POA and file the charges. Mom is scared to press charges cause she will be by herself. I am planning to go stay with her when he gets out but I can't stay with him I will end up in jail.....I go to mom's 3 evenings a week when I get off work but I am stressed out over this . Mom called me Sat and said he was on a war path Friday I said mom why didn't you call me then. I didn't want you to leave work...my mom is scared of him and his girlfriend lives there too...they told me I can't kick him out cause mom has to file a 30 day eviction....so why does my POA say personal and family matters I am not understanding
