It is neglectful to post inadequate "questions" without any context or background information. That is neglect. Question is now answered.

Neglect: fail to care for properly.
'Fail' - how to measure?
'Care' - of whom?
'Properly' - how that defined?
Huge area.
If you want more specific advice you will need to explain the situation (but leave out any identifying information). Child? Elder? Yourself?
