Pasport, who is the Power of Attorney for your Mom? If the POA isn't your sister, tell the POA what your sister plans to do. I agree with you about your Mom could become frighten by going outside.... as we all know routine is the best plan for someone with dementia.

When I moved my Dad into senior living, the only time he went out was for doctor appointments and a hair cut. I never even brought Dad back to my house and he never asked to go. He was very content being in senior living where he had his caregivers, Aides, and the confidence of knowing there is a nurse on duty all day.

You sister needs to read up on Dementia so she would have a better understanding. What might sound good and sweet to her, could cause a lot of confusion to the elder.

I'm curious about where your sister is planning to take her and why she feels it is a good idea after all this time?

Are you saying that your sister is getting a wheelchair for the sister to use for herself or is she planning to put your mom into the wheelchair? How does the staff around the facility transport your mom? If she is used to being in one at the facility? If so, she would likely be in it if she goes outside.

I'd keep in mind that if your mom is in a wheelchair, she'll need a van with lift or be able to have mom transfer from the car to the chair. That's a big risk for someone who is not used to this and a fall could cause a fracture.
