Mother is 94 and wants a good cell phone. Her hearing is poor and there is no one to help her set up a new phone. But, she says that she wants one that she can do things on. I think that she wants to receive pictures. She is currently using a flip phone. I would like to get one that is pay as you go.

Find Care & Housing
I have bought several Clarity phones for my hard-of-hearing dad. That's what they specialize in. They have a cell phone that is also designed for the hard-of-hearing. You can find them at clarityproducts. You can get one that is "unlocked" meaning you can go with different carriers. I had an AT&T Go Phone before my current phone, which was a pay-as-you-go. I'm not sure if you can use your own purchased phone with AT&T though. You'd have to check. I can speak for the quality of Clarity phones, but not their cell phones.

Jitterbug is another company that specializes in phones for seniors. You could also check them out.
