Find Care & Housing
It sounds like maybe you'll need to get him into a nursing home somehow. Is he becoming too much for you to care for? Do you have anybody to help you? Is he able to pay home health agencies to come in and give you some relief? Have you sought out support from his Dr or your local Area on Aging or county social services?

Medicaid would be your next option.

Why was he turned down?
if it was a matter of not qualifying to get Veterans benefits as his service didn’t meet VA criteria, that’s 1 thing.
If that’s it, then I’m with JoAnn that he / you as his DPOA apply for LTC NH Medicaid for him.
BUT
if it’s that he doesn’t meet the medically “at need” criteria set by VA to be eligible for LTC in a NH / Skilled nursing facility, that a whole different set of issues. If he’s not medically at need for VA, he probably won’t be for State MedicAID as well.

so why was he ineligible?

Agree with PP, why was he turned down?  Was this a temporary Corona issue?
