I imagine it's whatever minimum wage is in your state, unless they have a union. What the client pays is substantially more because the amount has to also pay all the support staff and also cover the expenses of the physical location, as well as make a profit for the owners (unless it is a not for profit agency).

IF they are paid by the state (Medicaid program) the minimum wage for caregivers is $15 in WA. The state minimum wage is $12.
