My husband who is insulin dependent diabetic as well as entering late stages of dementia is a veteran but saw no combat.

He doesn't necessarily have to have seen combat if he served during the periods specified by the VA. There are a range of factors that the VA considers.

I think the easiest thing for you to do if you're not comfortable wading through the VA qualification standards is:

1. Research your state and county to see if they have a VA help office. If so, contact them; they can either guide you or prepare the necessary application forms.

2. Contact one of the service organizations, such as VFW or American Legion. The latter helped us and got the application rushed through. We were applying for service connected disability. Depending on where you live, there may be regional offices, or there may be an office in a regional VA facility.
