What happens to Medicaid if Dad goes home?

My father-in-law is planning on getting a lawyer to get out of a nursing home. Here's the story. MIL has dementia, FIL fell, has diabities, and no bowel control. They hadn't paid their bills, the unitilities were turned off and they were threatened with foreclosure, the mortgage company extended him more time. He ended up in a nursing home with no way to pay. The doctors and psychologist said they were unfit to care for themselves. Now he says he'll hire a lawyer to get them out. They are waiting for Medi-Cal, which takes 3 months, so they can go to assisted living. Which he yells they don't need. Anyway, should they get back home, how will this affect their application, how will the current NH get paid?

But if a doctor and a psychologist deemed them unfit, and in light of their inability to manage their finances, I sure hope Dad can't find a lawyer to get them out. BTW, why would he need a lawyer. Care facilities aren't prisons and residents are free to leave. What is stopping him from simply walking out? (I certainly hope he doesn't.) I'm just trying to get a clearer picture of the situation.
Where are Mom and Dad now? Where do you hope they'll be in three months?
I assume that if the nursing home stay is within the period of Medi-Cal's coverage, Medi-Cal will pay it, even if they leave.
