In SC I spoke to a manager at the DMV. They asked for a doctors note indicating my mother's impaired condition. They had me take a picture of my mother on my phone. I then went there with that and my mother's previous liscense from NY. Now my mother will never be able to fly again but I was able to get a form of ID for her with all this.
