I have a neighbor thats 74 years young and has no heat and frozen water pipes. I feel so bad.

Call your cities office of emergency services or if small town call 911 and explain she's elderly...Please insist that she stays with you until family can come get her!!!!!

What state is she in? In some states it's illegal for the utility company to shut off the electricity of an elderly/disabled person during the winter months.

Can she stay with you until her power is restored?

If not, then there must be a shelter somewhere...

You haven't said why her power is off -

- Failure to pay her utility bills?

- Maintenance issues in her home?

- Utility outage in the area because of the storms?

If it is because of not paying her bills, the cold weather rule may not apply in Pennsylvania. The Pennsylvania legislature passed some laws it overrode the Public Utilities Commission's requirement to turn utilities back on in the winter months. I read that even the PUC didn't agree with the way the laws were rewritten and that the outcome was that MORE folks have had their utilities turned off. If it is a payment issue, you may have to help her seek
financial assistance from a charitable source.
