What are the steps to declare someone indigent, so if my mother doesn't have enough money from her Social Security check to pay for a nursing home or other facility, what steps do I need to take?

You need to apply for Medicaid. You can go online; Google Medicaid and the name of your state and the link to the process should come up.

Assuming you are in the US, Medicaid is the program you need to look into.
