Two sons, both POA. Can one make a decision without the other to move their mother into a nursing home?

... their mother has lived in Aust for more than 40 years ... can one POA make the decision without the other POA to move their mother to a nursing home in her birth country, away from family?

It depends on whether the POA is written that they have to act jointly or each can act separately (severally). Also Mom should have a voice in this too, unless she has been declared incompetent she gets to choose.
