My neighbor is a veteran and can drive but needs transportation for some doctors visits from Raleigh to Durham.

Try Red Cross. If he belongs to a Church see if a member is willing to help.

The title of your post infers that he needs transportation to the VA. I believe the VA does have pickup and return services, as I recall reading a notice at our local VA about the last transit bus leaving at a specific time in the afternoon, so patients needed to ensure their appointments were done by that time.

I've personally thought that the small bus, point to point and "dial a ride" services provided by local public transit agencies offered the best options. They're quite reasonable.
