Where to find transportation for my mother?

I live in No Cal, my 92 y/o mother lives in Ventura (zip code 93004). She just decided she can't drive anymore (we're very happy about that!), and she wants to set up transportation for MD appts, shopping, etc. She tried Uber, but says it all has to be done on-line & w/a smart phone--she has neither & doesn't want to. Would you be able to contact her and discuss options? She lives w/my brother & sister in law, but they work days, & she wants to get out on her own. Please let me know if this is something you can help to arrange.
