That was my question also about 6 months ago at a Brookdale CCRC; it was for an AL desperately needed spot. No vacancy they told me and started suggesting openings all over Austin, Tx., all of which were extremely inconvenient. They said that was all they could do. I found another AL facility for my mother even though we had paid a hefty fee for CCRC at Brookdale for this promised benefit. One week before Mom was to move into the new facility, Brookdale found an opening. Too late since one month's rent had already been paid up-front and was non-refundable to the other facility. Brookdale had legally and smugly met its obligation.

So in answer to your question, my experience says yes and no. They will try to send you elsewhere first, then make an impossible offer just in the nick of time to save themselves.  The promises of some of these  national chains might require an attorney to facilitate.  My choice was to move on and NEVER get involved in that kind  of entry fee CCRC again.
