My father also uses the bicycle type exercises. Rehab facilities have the more expensive models but you can get a home model with just the pedal configuration for about $15.00.

The ideal situation though is to get home therapy so the individual in question can be assessed for specific strengths and weaknesses and given appropriate exercises. A therapist can determine which muscles and body portions are weak, which might be stronger, which might be compromised or limited by arthritis or osteoporosis.

Ask your orthopedic, internist or primary care for a script for home therapy. Or if the person in question is mobile enough to go to a therapy facility, try that as you'll get a much higher level of therapy. The therapists can add modalities such as ultrasound, TENS or cold packs, and they can use safe workout machines.

The physical therapist had my MIL pick up one leg at a time (as if she was marching in place) while she sat. Alternate lages and try to hold for at least a few seconds. The other item I've seen them do is (while sitting) the person flexes the ankle back towards the body - one ankle at a time. Then lift the heelswhile the toes stay on the floor.

My Dad had one of those pedal type machines that looked like bicycle pedals. He said that really help him :)
