Find Care & Housing
If you think she is not properly cared for, you should alert county social services and ask them to check on her welfare. What is it you want to change? A husband has precedence in caring for his wife, but the care must be adequate.

From what you describe, financially, there is nothing you can do if your mom can't act. With both of their names on their accounts, if mom can't act, he's the boss of the money. If he chooses to let his daughter act on his behalf, there's little you can do.
