Ditto what AK said. NO. If you don't like this, you challenge her in court by filing a petition for Guardianship. Ask a lawyer to walk you through this.

Is your sister your Mom's "medical Power of Attorney" or her "financial Power of Attorney" or both?

If your Mom can no longer handle her finances, like paying rent, and other bills, is your sister handling that? Curious why you would want to see the bank statements? Now a days, a lot of bank statements don't have copies of the checks attached, only the check #s.
