It is my understanding that as long as she is legally competent to make decisions, she can do so.

Can you sit down with her and and find out what is going on?

She has early stages of dementia but is medically competent. We are afraid my sister will try to talk her into transferring deed to her. Can she?

Is your mother competent to make her own decisions (from a legal standpoint)? If not, then all financial/legal decisions are your responsibility, as I understand it.
