Im his full time caregiver and fiance. Ever couple years he is "too well" to stay on hospice but too sick to get to a Dr appt with any pcp. Soon supplies will run out as they do. And meds. And he will still be bedbound and mentally overwhelmed and under served by the system. I'll be there but his hope for the future won't be :( any guidance or help will be appreciated. Start with getting him a Food Stamp card. That will open many doors to other discounts and programs available. Hopefully he is already on Medi-Cal in your state, plus gets SSDI, since 42 is too young for Medicare. If he isn't getting SSDI, that is another major step for him to apply for. Even worth paying a lawyer. He is entitled to Section 8 rent voucher, Social Worker/Coordinator, home care help, a Food Stamp card and more. You have to call and apply for these things, they don't call you!
Once he has medical care, he gets a Primary Doctor, who can refer him to wound care and pain management specialists. The Primary also orders some Home Health aides to come to you (to dress his wounds, take his vitals, and help with bathing.) They bring all the supplies. They are great people to have come by, I loved my Wound Care RNs, they truly care. If someone is paralyzed, in pain, has dressed wounds and is bedbound at 42, I'd bet he's totally depressed as well.
Getting it all set up is frustrating and takes time. He is in no shape to do it, you will have to get the ball rolling. That means calling, asking, furnishing what info they need, taking notes, filling out forms and waiting. Now medical appts. are done by TEXT and online Doctor's portals.
Get a spiral notebook to write it all down. Call your County offices to get a Social Worker for him. He doesn't have some little cold, he's paralyzed. This is a major DISABILITY. Spend every day on the phone, calling and asking. Best times to call these agencies is Tues-Thurs. to get a human voice! Once you get it going, it will bring results.

Call office of aging and see if there are any resources he maybe entitled to. My O of A and Disabilities is one department. If your isn't try Office of Disabilities.
Believe me, they don't come to you, you need to do the research. My nephew, disabled, has his rent subsidized, food stamps, a coordinator and an aide 3 hrs a week to take him shopping, run errands and do some light housekeeping. All provided by the State. But it took going to many agencies and being sent to others to finally get him these things.
