I can't see to find any federal or state regulations?

I think one reason it is difficult to find stats for staff to patient ratio is that not all Assisted Living facilities are the same.

Some are just a step above Independent Living but not quite skilled nursing homes.... where other Assisted Living is identical to a skilled nursing facility, the term is interchangeable depending on your area.

People in AL are supposed to be pretty much able to manage independently with minimal assistance for bathing and medication management, I know in a nearby home the overnight requirement is 2 members of staff in the 60 bed building, and one of those is in the laundry.

Assisted Living relies on "level of care" to determine the number of daytime aides. So if everybody needs care, as in a skilled nursing facility, day ratio is 10 patients to 1 aide. That does not include the LPN who supervises them.
But at nightshift, when patients are sleeping I have found the AL/SNF with only two aides to cover 80 patients.
If your parent needs more attention, sit down with the Head Nurse and discuss the Level of Care you need.
