If there was a merf claim filed on inheited property and the property still has not sold after 7 years, is the merp claim sill in effect?

Yes, unless the claim is lifted by the state agency or its contractors, it's probably at least a cloud on the title. You could ask a lawyer or realtor to do a title search and they can tell you if it's still an active lien.
