Does the POA that represents my husband have to give an allotment or spousal support if the spouse and stepchild are financially dependent on him? Can the POA just pick up this person's check and not have to give a portion to the wife and dependent child?

The POA can only do what the grantor (your husband) directs him to do. If you need support, call a lawyer and sue for support.
