Call adult protective services - they will investigate and you can remain anonymous.

If the victim won't sign a complaint, the abuse continues.

Look up the laws in your state. You could also speak with a police detective. They have great advice. Stay away from Seniorcare...they "listen to the elder" (who may cover for the abusers due to shame, disbelief, diminished cognitive functioning/dementia), and do not have the investigative expertise that these complex situations may require. What are the types of abuse?
