Call your local AreaAgency on Aging and ask for a needs assessment. Find out about local programs that she may qualify for. Get her to an eldercare attorney and do PoA for health and finances so that you can act on her behalf.
Figure out what her resources (Ssi, pension, savings) and plot that against what her level of need is.
