I would say be certain you do not enable her by giving care yourself. If you step in then she has more reasons not to accept the live in help.
In general convincing others to do as we wish them to do, rather than as THEY wish to do, falls unders the "definition of insanity" adage, that being "Doing the same thing over and over and expecting a different outcome".

If she is has been deemed 24/7 care than its either except live in care or go to an AL or LTC. Thats the choices I would give her. If she is 90+ then you are probably close in age and as such you cannot care for her. Especially not a brother caring for a sister. Too many things neither of you will be comfortable doing. I realize she doesn't like change but at 90+ she can't expect to remain in her home. It may be cheaper to go to an AL than pay agency fees foe around the clock care.
