MM: Does mom need a new apartment because she is living with you and you have been diagnosed with terminal cancer? I'm so sorry about this very sad situation.
Have you spoken to the social services department at the hospital where you are being treated about your mother's situation? It would seem that would be the best place to start with trying to get her situated so that you can take care of yourself.
You say Mom is in independent living. Can she no longer afford this? Moving to an apt, who is going to cook for her. Transportation, socialization. Doesn't the IL provide this? Won't she be better where she is if something happens to you?
How old is your mother? What is her financial means? This info will help the forum give you best suggestions.
