My mom sold her car for $1500 and is receiving Medicaid in CT. Is this amount exempt as she now has cancer and is applying for in home care?

Did she report the now income on her annual paperwork? Did she sell it for blue book value? This is a question for her caseworker (in NJ we have caseworkers. I have been told other states its who answers the phone) People getting Medicaid for health insurance are entitled to have a certain income. In home may work a little different.
