Is this question about whether you have the power (or mother has the power), or is it about whether it will upset Medicaid?

Yes, you can sell it, at market value, proceeds used for her care.
Gifting it to anyone would cause a Medicaid transfer penalty.

If she is on Medicaid you can sell if u have POA. It has to be used for her care. It may be better to let it sit.
