How are you related to the "patient"
If you are another caregiver, a medical person that is involved with the "patient" or a professional in any capacity you are mandated to report ANY abuse it can be financial, physical, verbal or psychological. You report to APS. I would think you would also make a report to your direct supervisor.

personally I think if you are aware of any abuse and fail to report it you are just as guilty as the person that is abusing a vulnerable person.

Does the patient have a Power of Attorney who is overseeing their care? This would be the first person to inform, as long as s/he is not also the caregiver.

If there is no PoA then I also support reporting it to APS. Not sure what evidence they will request, so be prepared for this question.

If this is your patient you fully understand you are a mandated reporter. In the case of abuse you make report AT ONCE to your agency or to authorities such as police, sheriff office, detailed abuse. You also must report this abuse AT ONCE to APS.
