One does not need to be a property owner to qualify for home care. Do you mean medical care or help cleaning, laundry, etc? If you mean health care, contact his health insurance carrier; Medicare/Medicaid and supplemental insurance. If you mean actual home repairs that should be up to the property owner. If the landlord is not doing needed repairs, Dad’s rent money can be held in escrow by the court until the repairs are made. See an attorney for that.

If he neads help maintaining his home, google something like Senior Care in your state. In Ohio, we have Passport and Direction Home. It’s a process to get help and you have to keep after them or you’ll get passed over. But if they come through, it sounds like what you’re looking for.

If he can afford to self-pay, there are ads in the newspaper and on Facebook for cleaning companies. You can also call your local Area Agency on Aging.
