We need more information. What is the specific situation where she is refusing help?

How old is she?

What state is she in? Does she live in her own house? Does she live with anyone else?

Is anyone her PoA?

Does she have a medical diagnosis of dementia or cognitive or memory impairment?

Basically, though, there is no way to help people who refuse your help if they are competent. If incompetent and in danger do report the elder as a "Senior at risk" to APS in your area.

Call APS and or the police to do wellness checks on mom. If shes living in squalor and unsafe, she'll be placed in managed care, whether she "refuses" to be or not.
