If she will neither eat nor drink, she's not going to last long. You need to get her to a doctor or ER to find out what's going on unless she's simply dying.

How long has this been going on? She needs an examination to see what the issue is.

How old is your mother? Which meds? What are her health issues? Have you called the pharmacist to see if her meds are available in derma patch form?

You need to find out exactly what is going on with your mom, before it's too late. You can always have a midline or picc line put in her arm so her medications can be given that way. Does your mom qualify for Hospice? You might want to look into that, if she isn't already under their care, as they will take care of both of those options. Good luck.
