Can Mom get a new boiler for free because she is a senior?

The only thing that is free is if you have Medicaid coverage. Other than that, everything cost money. My father believes that because he's old, he should get everything for free. He absolutely refuses to buy medical supplies, or pay his 20% copayment since his 2nd insurance should cover the balance not paid by Medicare.
