Are there any laws regarding care for incontinent family members?

my husband is incontinent of urine at night due to dementia. Am I required by law to change his depends every two hours

I never heard of any laws in regard to changing an adults diaper or even a child's diaper. We all have to use our own common sense.

No, but you are required to see that it gets done by SOMEBODY. So you get aides or get him to a nursing home.
