Check with County Office of Aging and Disability departments. There maybe grants.

If your Mom keeps falling you may want to ask her PCP if he will order PT and OT and have her evaluated. Also have her meds reviewed to see if there is something causing these falls. With my Mom it was neuropathy in her ankles. If she pivoted to turn around, she fell.

It also maybe time for an Assisted Living.

Unless she is a Veteran there is no help for modifications like that.
Get a bench seat for the tub.
One with a back on it would be best, more support.
If this is the only bathroom in the house your local or state building code might REQUIRE a tub in the house. So before you take out a tub check building codes.
