Senior care only thing we can get....

A little more information would help to get a better answer.

How old is your brother? What is his level of disability? Is he currently receiving any services from any county, state or federal programs? Does he receive SSI disability? Does he have a personal agent or case worker?

Edit: I did look at your profile and saw a few answers but it still
would be helpful if you could tell us a bit more...

If your brother has a case worker, ask that he be re-evaluated for more hours.
Helping to document his disability and specific needs for help.

For example, a question could have been answered:
Q. Can he prepare and serve his own meals?
A. Yes

Vs.

Q. Can he prepare and serve his own meals?
A. There are times when cognitively he cannot.
His condition has him distracted to the point of not knowing he needs to eat right away. He requires reminders, supervision, help.
Often, the stove can be left on, or the microwave set too long, exploding food or causing a fire hazard.
