My care giving agreement with my mother who moved into my house began with a basic "roommate" base fee to share household expenses as long as my mother was independent and a maximum fee based on her requiring ADL assistance and safety monitoring, while stating Mom pays for her personal expenses (insurance, medications, clothes, care items like OTC medications, vitamins and incontinence products) and in home respite care hours. I based the maximum fee as 80% of the state's Medicaid AL waiver for bed and board support.

Although I'm not aware of any hard standard in my state, Medicaid is very variable between states and one may exist in your state so you really need to check with an elder law attorney or your state's Medicaid division.

When draining down a senior's resources toward a Medicaid qualification or placement, I think the standard needs to be a reasonable amount compared to what the state will spend once the person qualifies for Medicaid LTC.
