Are there programs in which she can get compensation or free help? They are both on Medicare and while she gets a monthly payment and my dad receives a little social security, it still doesn't cover the costs of most of her medical bills or basic living expenses: food, utilities, etc...

Contact your County Office of Aging. They can tell you what resources are available. Medicaid does have an "in home" program where an aide can be provided. Ask about that.

Call your county's social services for an in-home assessment for services or the Medicaid "Elder Waiver" services (this may be state-dependent);

Contact your local Senior Center;

Call 2-1-1 to be connected with services.

In addition to the answers you have below...
Is dad a Veteran? If so he may qualify for benefits. Depending on where and when he served and other medical conditions he may qualify for a little help or a LOT.
Contact the local Veterans Assistance Commission or your States Department of Veterans Affairs.
Added bonus...the VA can now pay a Spouse to care for the Veteran.

You might also want to contact your local Senior Service Center there may be programs that could help.

Unfortunately, in the USA, free help with eldercare is not a given. It's important to plan and save once we reach adulthood. Some people go into the military because the government provides medical care for life for retirees and spouses. Some people work for a corporation that provides medical insurance and a retirement plan for their old age. Some who don't have either of those plans scrimp and save their whole lives to invest in a 401K plan where the savings grow and become available at retirement age. Or they buy a house and accumulate equity. The house is sold to pay for their care when they need it.

Social Security was never meant to be the whole retirement plan all by itself.
Your parents already get Medicare, and that's a BIG deal; it is funded by taxpayers and automatic after a certain age. So where could your mom receive compensation for caregiving FROM? No free lunch!

If people want cradle-to-grave support and care, the United States might not be the best place to be. Other countries do provide this. However, during their working lives, citizens in those places pay huge amounts of taxes to finance their government's programs.

It all boils down to how people want to live, what they are willing to pay for, and when.
