Medicaid is state specific. It's a joint federal & state funded program but administered uniquely by each state. Your state of residency should be the state whose programs you apply for.

If mom owns a home or car in state #1, the registration for both will be state #1 database. A home & a car are exempt assets for Medicaid, BUT they are exempt only if state #1 is her state of residency.

You need to apply in NY. Be careful and try to do some research first. We just moved from AL to TN... My mom has been denied nursing home Medicaid in TN and now we are in the appeal process. It's really scary not knowing what's going to happen. She had no problem being accepted in AL.
