In SC, I had to contact the handicap division. I delivered paperwork for my mom and later sent in her photo to complete. It got her a handicap placard also
What all do you currently have for a legal ID? And is it expired? If you have current unexpired ID all this will be easier. If you don’t, do you happen to have an issued by a State birth certificate? and is it the long form?
TXDPS website has a pretty precise list of things you have to have to ever be issued a drivers license or permanent State ID. You will have to have in-hand documentation to clearly establish you live at the address you want to have the DL/ID read. If you have had a TX DL issued in the past at this address, it will be easier. Go over the list of acceptable documentation. DPS is quite unforgiving if you come in for a license and do not have the documentation the State requires. For more fun, if you have a vehicle registered in your name and they will ask to see it’s car insurance.
Do you live in the big 6? Eg. Dallas, FW, EP, Austin, SA & Htown. TXDPS has centralized offices for scheduling & appointments for those cities. It’s done online. You can request a handicapped accommodation. You get text notifications the day of and how long the wait time is. You realistically imo cannot do a cold walk in as it will take forever as those scheduled take precedence. Austin is especially is crowded so if you’re in Travis Co., you might want to do this in Hays or Williamson.
"You can get a Texas senior ID card if you're unable to appear in person by completing the application online via a Texas-by-Texas (TxT) account, or by having a representative assist you by going to a local office to apply on your behalf. It is recommended to contact your local Texas Department of Public Safety (DPS) office for the most accurate information regarding assistance for those who are homebound. "
Pulled this from the internet, which is your friend in these things. Hope it works for you.
Do an internet search for "how to get a state ID in Texas." The top result should be a web page of the Texas Department of Public Safety. This page provides information. You might need to go to an office once during the process. There might be transportation services in your community.
