I am looking for a memory care facility for my 83 year old mother-in-law. It must be Chinese speaking in the Plano/DFW area. Advice?

This site isn't for help in placing people in NH. Although you may get some information, your better bet is to look up the specifics of what you want/need on Google or contact your Area on Aging.

There are people on this site from literally all over the world.

But--I wish you luck. This will be a challenge.

This might be a long shot, and I don't even know under the current circumstances if Chinese embassies are still open, but I would try to find one as close to the Plano/DFW area as I could.    You might also try to locate Chinese speaking social groups in that area.   Ethnic groups could offer a lot of insight.

It looks like Plano's your best chance of finding anything, but all in all, the Chinese population in Texas is pretty small.

You might have better luck with a small group home that caters to Chinese residents than a nursing home.
