Contact your local Senior Services, or Care.com, along with your local care agencies.
Remember that sometimes you get what you pay for, so it's more important to focus on the right caregiver and not so much the price.

The two absolute best caregivers I hired had recently completed the CNA course at the local Community College. They were going to continue to Nursing School but had time between Semesters.
If you have a Community College near by call and ask if they have a CNA Certificate Program and if so talk to the Professor or if they have a Job Placement Office.
You will need to have to pay them legally. Do all the paperwork properly. (No "under the table" payment)

If by "affordable" you mean paying less than what an agency pays then hiring privately is the way to do this but it is more paperwork.
I would make sure that your insurance covers any injury that may occur.
You should also hire 2 people so that they can alternate days, this helps prevent "burnout" and if one is sick or wants a vacation you are not without a caregiver.
This is why sometimes it is better to go through an agency.

If there is an Adult Day Program near by getting mom into that program might help.
Most will pick up in the morning and provide a lunch and a snack.
It will give her some activities to do, give your dad a break.
Even 2 days a week would be beneficial to both.

I went through Aging Care and they sent me an email with agencies in the area you need. There might be other ways too. You could check on Facebook to see about agency in the area you need care.
