My father in law is still mobile and functional, but is not able to care for himself and live alone. How much can I expect to pay for a part-time care-giver and also then for a full time one?

This really varies by location and whether you are paying a companion or someone with some qualifications. Google "home health care for the elderly" and your town or county. You will the name of some agencies. Call Visiting nurse service and see if they have recommendations. And call his doctor to find out if doctor will order some help, which should result in some medicare coverage.
